Programa Estrela
Programa Estrela is MITADER’s leading program and is focused on sustainable rural development in Mozambique. The program reflects the ministry’s focus on rural development as its core, and is the key agenda that brings together the ministry’s other components of land and environment. The program has the objectives of developing physical and social infrastructure (access to markets, water, energy, finance and knowledge) to catalyze sustainable production in rural areas, with a focus on the most vulnerable locales. The main components of the program are: decentralization and diversification of the economy, developing regional hubs for wealth generation that can turn into catalysts for investment; greater sustainability of resources through promoting efficient use of natural resources and land exploration; and increase in productivity and poverty reduction.

DISTRICTS COVERED
The districts to be covered by Programa Estrela followed the following criteria: 1.Económico - Compete to attract productive investment due to its proximity to major logistics centers and market connection infrastructures , present characteristics of soil for agricultural production , promote tourism and respond to demographic pressure ; 2.Soberania : Applicable in the analysis of border areas suffered by foreign domination ; 3.Social : Applicable in the analysis of considerations of various orders ( population density , poverty levels , proximity to sources of water and energy) .
